Abstract
A mong post-Soviet nations save Russia, the perceived stakes of U.S. Congress members are highest in Washington’s policy towards Ukraine. This interest results largely from the active engagement of Congress members with the vibrant community of ethnic Ukrainians in the U.S. Washington’s main goal in relations with Kiev since 2011 has been to promote free trade and association between Ukraine and the European Union.
