- Abstract
- Flexibility and variant nature of the ways and mechanisms of interaction between public authorities in federal states encourage the development of cooperation in the process of performing public functions. This fact determined the research of domestic and international experience of using intergovernmental agreements in public administration. In this article the authors have made an attempt to analyze the current procedures of conclusion of such agreements aimed at delineation of powers between federal and regional authorities within the sphere of joint jurisdiction in Russia and Canada. The factual fi ndings were used to lay down certain proposals on improving the present federal system. In order to compose the article, the authors reviewed English-language publications, for example some materials of the Queens University of Canada.
