- Abstract
- Recently within modernization of Russian education and a science everything becomes more obvious need of reforming of system of certification of scientific and scientific and pedagogical shots. The author offers the arguments in favor of reforming of the Highest Certifying Commission, system of postgraduate studies and scientific publications of the Russian scientists abroad.
