Abstract

The author offers a way of radical eradication of corruption in Russia. It is the organization of the union of the state and public opinion. She considers that this method is not new and has been applied for struggle against corruption in many countries: each offi cial should know that punishment for corruption will be inevitable and severe. The public opinion and public control by means of mass-media and the Internet make the state open.
