Abstract
land tenure are public in nature, if only because the Earth is the foundation of life and activity of the peoples living in the territory concerned. However, the land today are actively involved in the sphere of private law. This article discusses some aspects of the interaction of land and civil law, while ensuring public interest for the use of land. In addition, addresses issues of balance of public and private interests in the seizure of land for State or municipal needs and ensure the public interest in the performance of the functions of Government (municipal) management land use and protection.
