Abstract
the article is dedicated to the role of the Russian Supreme Court's clarifi cations on how the judges of courts of general jurisdiction should apply federal legislation on administrative liability in improving the provisions of the Russian Code of Administrative Offences. Based on the resolutions of the Plenum of the Russian Supreme Court and the materials of the Presidium of the Russian Supreme Court on issues connected with the review of resolutions and decisions in cases involving administrative offences, proposals are being put together which aim further to develop the legal basis for judges' actions at the relevant stage of the judicial proceedings on administrative matters.
