- Abstract
- Problems of the right to choose their place of residence and registration continue to be, not only in law enforcement, and regulatory and legal regulation of this law. Necessary to change the understanding of place of residence and the right to living accommodation and the concept of housing. According to the author, place of residence of citizens of Russia, should not only be associated with housing. Register of citizens of Russia, who do not have living accommodation, must register at the local government in whose territory they live.
