- Abstract
- in the article the author researches factors determining the appearance of such a quite specific phenomenon - exceptions to the rule. The author noticed that in the texts of normative legal documents such factors are emphasized mostly as exceptional circumstances and legitimate reasons. Along with them appear such definitions as special circumstances, exceptional personal circumstances, extraordinary circumstances and special conditions. This article is devoted to the analysis of the essence of the mentioned terms, characteristic of the general and the differences in their nature.
