Abstract
The self-organization of citizens is one of the most important factors of the transformation of the people in a more civilized form of civil society. This is especially true in the modern Russia, emerging complex the problems of "growth" of the institutions of civil society, aimed in the future to change the legal and social reality of the Russian state. A considerable role in creating Institute for a democratic state played the 1993 Constitution of Russia. 20-year anniversary is another reason to think about the ways of development of civil society in Russia and the role of the Constitution in the life of the country and its citizens.
