Abstract
In the article the author analyzes the phenomenon of positive legal responsibility and it is proved that the subjective right and the legal duty to act as its measures, which define the limits of the possible and proper behaviour of the subjects ofpublic relations. The authors identified the quantitative and qualitative characteristics of the measures of positive legal responsibility.
