Finland belongs to the Scandinavian model of local self-government and along with other Scandinavian countries (Denmark, Norway, Sweden) has a long tradition of local self-government. The article presents key steps in the development of local self-government, the conditions of functioning of the municipalities, modern structure and territorial organization.
