- Abstract
- The Committee of Ministers of the Council of Europe, of which Russia is a member, adopted a strategy of safeguards for the rights of the child (2016–2021 years) in March of 2016. Russia has not joined the Strategy. The author analyzes the reasons why it has not. The strategy includes a number of unacceptable items for Russia, which contradict the current legislation and the concept of Russia’s family policy for the period up to 2025. Based on the analysis of approaches to the understanding of local cultural values, regulations, judicial practice, the authors conclude that currently Russia’s accession to the strategy of the Council of Europe to promote the rights of the child (2016–2021 years) is not advisable.
