Abstract

In article a new classifi cation of early polities is offered. The author names primary those politieswhich to time of formation of statehood have reached certain level of a technological and organizationalmaturity. Secondary – in polities appears circumstances of struggle against more developed neighborshave led to occurrence of early “secondary” statehood. Secondary polities exhibit instability, theimmaturity of forms, hypertrophy of military function, however they have generated a variety of themodern states and even cultures, including modern democracies in the Western Europe.
