Abstract
As the author thinks, the defense, as a public good, should be considered not in an isolated way but as a component of the state’s external security. It is in the relation to the aim of its enduring that the efficiency of strategies realized by the state should be measured. Pragmatic value of obeying the moral norms is argued.
