- Abstract
- During the so called constitutional period in the history of the Habsburg Monarchy, Poles played an outstanding role in the life of this state. Many of them held high posts in ministries. In the 1860s, the Polish population living in Galicia got significant freedoms and the possibility to develop their national traditions. This province became a sort of Polish Piedmont, and some called its political system autonomy. Such a privileged status was due to good personal relations with Francis Joseph. The basis of this unwritten treaty between the emperor and the Poles was the December address of 1866.
