- Higher education reform in Russia: A negative vector The arguments of the proponents of higher education reform are considered as well as the facts characterizing the situation in the higher education system. It is demonstrated that reducing the number of universities will result in decrease of the quality of human capital in the society and prevailing of the rude cultural standards.
