- Abstract
In this publication the author considers the formation and dynamics of the development of the elections institution: the emergence of the first elected traditions, the improvement of this institution at the local level, as well as a detailed analysis of the development of the election institution during the conquest of the Turkestan region by the Royal Russia (periods from 1877 to 1906). The last period is studied exclusively on the basis of the materials of the Tashkent City Council meetings which are existing in the Central State Archive of the Republic of Uzbekistan. The purpose of this publication is to analyze both positive and negative experiences.
