Abstract
The modern state faces many serious challenges that make it necessary to reconsider traditional ideas about its nature and properties, including sovereignty and competitiveness. In the twenty - first century, one is impossible without the other, and the absolutization of these States is undesirable. The state loses its status as the sole political entity, sovereignty is considered as a resource in protecting national interests, but success is determined by the state's competitiveness, which is largely due to the capacity of state institutions and the quality of decisions made. Poor quality of public administration undermines the competitiveness of the state, and therefore its sovereignty.
