- World system enter transitional period that means radical structural transformations leading to the new global order, new technological basis, changed social composition. Latinoamerican and Caribbean countries are more an more incorporated in the world economic and political processes, confronting bigger risks, but at the same time maintaining their specificity, improving their ability to defend national interests and to appeal to the global regulation mechanisms.
