В начале третьего десятилетия XXI века президентская администрация Джозефа Байдена оказалась перед новыми вызовами и рисками выполнения социальных обещаний в условиях глобальных и внутренних трансформаций. Последствия пандемии, бюджетных дефицитов, скачка инфляции в сочетании с нестабильной экономической ситуацией усугубляются накопившимися проблемами функционирования системы социального обеспечения на фоне политического раскола в принятии мер по их решению.
