Abstract

The global balance of power is undergoing profound changes that raise principal questions about nature and governance of a future international order. Non-Western contribution to the world GDP has exceeded the share of the West. The rise of China as a potential superpower is a key driving momentum of the global shifts. The ongoing redistribution of material power and international influence causes transformation of the world order. In economic and political terms, the United States and the EU are in a relative decline, while resurgence of China, Russia, and India as global actors is driving the international system towards a new, post-hegemonic phase. However, transition to multipolarity or polycentric configuration of the international system is not a smooth, linear and irreversible process. The United States remains the strongest economic and military power, though its influence in the world affairs is relatively diminishing as compared with the immediate post-Cold war period of the 1990-s. Each historic period puts forth its own set of criteria for measuring of power. Nowadays, traditional measurements like the size of the population, GDP, industrial output, or military capabilities are not suffice for a comprehensive evaluation. Advancement in fundamental sciences and development of cutting-edge technologies, ability to gain international support on vital issues become key indicators of an overall potential of a great power.
