Abstract

The article analyzes the phenomenon of e-government, as one of the key elements of the transition to the information society. It overviews the definition and the essence of this phenomenon, refers to the changes it brings to society, such as e-participation and e-democracy. It also analyzes the problem of digital divide, which impairs the introduction of e-government, and describes the recent evolution of the concept of digital divide. Moreover, it analyzes the experience of e-government implementation in Russia and the U.S.
