The problem of anthropogenic global warming, superimposed natural climate variability and international-juridical system of the greenhouse gases’ emission control is analyzed. The first part of the work devotes to the discussion of the international activity on the anthropogenic climate change control between 1992 (when the UN Convention on Climate Change was signed) and 2015 (when Paris Agreement was accepted). The proceed of Kyoto protocol acceptance is analyzed in detail, as well as the critic of its principal items by several participants of this Agreement those did not ratify it after all (such as USA) or went out it (Canada). International activity on the quota market for the sale of the greenhouse gases’ emission is described, as well as amendments accepted in Doha in 2012 which continued the Kyoto protocol action till 2020 (so-called “Kyoto-2 Agreement”). In the final part of the paper, the basic items of the Paris Agreement are done and analyzed as well as the its ratification by different countries. It is concluded that in spite of the existence of rather developed system of international regulation of anthropogenic climate change control the total legally binding program of such control actually does not act.
