- Abstract
- The author of the article substantiates existence of the independent institute of citizens' elective franchise; analyzes peculiarities of its object and method. The author states that the object of the considered institute is not only similar to a subject of the elective franchise, but also is a maximum part of the volume of the last. Еlectorshiр as well as candidate status comprise the central element of the Institute of citizens' elective franchise guarantees. As for the legal status of the elective process other participants, it is considered through a prism of implementation and protection of the citizens' electoral rights. Specificity of the institute method consists of quantitative prevalence of instructions and bans causing general imperativeness of the method, at the leading part of the central permission – the right to elect and be elected.
