Abstract
The article advances and argues that the efficiency and the reality of implementation of the constitutional right to social security directly depends on the functioning of the mechanism of its realization. On the basis of the study, the conclusion about the necessity to increase parity began to state and non-governmental institutions in the implementation of the constitutional right of citizens to social security, the implementation of public-private started as a necessary condition for the construction of a social state in the Russian Federation.
