- Abstract
- The article reveals the concept of “public service”, investigates the problems of mixing problems in the regulatory acts and law practice the concepts of “state service” and “state duty”. Based on an analysis of the statutes of regulations, above all of the Federal Law of 27 July 2010 “On the organization of state and municipal services”, are presented the main features and characteristics of public services, are highlighted the essential features of the rendering of public services that separates them from the implementation of state duties. Is represented the foreign practice for regulations of accordance system of state services.
