- Abstract
- Guided by the opening in 2012 of a new phase of national policy, the author criticizes the concept of "the national question", based on the genesis its final formulation in the early XX century, and also through interaction with the notion of national policy. It explores the perspective of the researchers involved in this area at the turn of the century, legislative and constitutional acts regulating the national policy of the Russian Empire and Soviet Russia in the first years of its existence, as well as statistics, is able to describe the separate sides of life of society. The author comes to the conclusion dialectical conditionality of the national question and national policy in the modern sense, and, however, their incompatibility.
