Abstract
Federalism and subsidiarity may be used in any multi-level political system where leadership belongs either to the federal or regional government, or both. In such systems neither level of government is superior to the other a priori; thus, subsidiarity and federalism complement each other maintaining the balance of powers and consequently the stability of a system in general. Within federative systems, the subsidiarity principle is very close to the concept of public and legal institute of joint competence of the federation and its constituent entities. It's these very countries - federative states - where federal government bodies should be exercising regulating functions in the area of joint competence on the basis of the subsidiarity principle, as the main idea of federalism, as well as that of subsidiarity, is the following: don't take over what others can do for themselves!
