Abstract
The article from the point of view of modern trends of development of Russian state and law conducted a comparative legal research basic, fundamental constitutional values and postulates, which characterize the main provisions of the concepts collectivistic and liberal democracy, in order to separate all the positive and good that can be used in the science of constitutional law and practice of modern state-building. Analyzes different points of researchers about the transition state of the main public legal institutions in the Russian Federation from collectivistic to liberal democracy, and the necessity for reform in accordance with the constitutional foundations and principles. The main values of liberal democracy, which are reflected in the 1993 Constitution. Justified proposals for their reflection in the state program documents and party programmes.
