The article analyzes the development of legislation governing the formation ofpolitical parties, changing the status of an electoral Association, the mechanism ofparticipation ofparties in elections, the conditions of application of proportional and majoritarian electoral systems, analyzes the system of state guarantees established by the results of participation of parties in elections. The author comes to the conclusion about the necessity of further improvement of the institutions of electoral law and process by which they ensured participation ofparties in elections at Federal, regional and municipal levels.
