Abstract
The paper contains the author's analysis of the terms "people's governance" and "people's sovereignty" and their conjunction, as well of their real condition and dialectical interconnections in today's Russia. On the basis of the performed exploration it is concluded that implementation of the constitutional ideals of real people's governance and democracy, based on the principle ofpeople's sovereignty, should be guaranteed by the permanent increase of the level of mass legal consciousness and legal culture. At the same time, making these constitutional values real demands the vast of hard efforts now to overcome the bureaucratization of the public authorities in this country, including the different aspects of the Russian federalism and the necessity of the improvement of it on the basis of the subsidiarity principle.
