- Abstract
- The article contains the review of the suggestions for improving Pardon Institution in Russian Federation, which are made by the Presidential Council for Civil Society and Human Rights. This paper is based on the research advisory conclusion by the request of the Presidential Administration of Russia. The abstract of this conclusion was reported during the workgroup session for the improving Pardon Institution on the 17th of March, 2016. The authors stand for and detail the Council's suggestion on widening the list of persons who may request for pardon. It concludes that some Council's suggestions are not reasonable to be implemented. They are the following: to unlimit the request for pardon and the ways of pardon; to release a convicted person from compensation of harm caused by a crime. The Council's suggestion on reconstitution of the Presidential Pardon Committee does not meet with support.
