- Abstract
- The article deals with the problem of raising the culture of law-making in Russia. Particular emphasis is placed on the need to take into account socio-cultural factors. For this purpose it is necessary to develop the concept of bills, their scientific expertise and wide discussion. The importance of specifying in the draft law the objectives of legal regulation, which is planned to be achieved with its adoption, is particularly emphasized. The article examines the role of the Russian Academy of Sciences in drafting bills. The authors note the desirability of a preliminary public discussion of the political-state solution, which allows correctly and clearly to formulate the political will that will be laid down in the law. The article considers proposals on the adoption of legislative measures aimed at increasing the effectiveness of lawmaking.
