Abstract
For understanding the public administration system in Russia, its transformation from Soviet (administrative command) to the modern (from the point of view of the provisional determination, not quality) with elements of a market economy, a democratic model, you should understand the causes and factors that served as the basis for reforming the entire state power in Russia, including public administration. Public administration in the past was enshrined in the Constitution and more than 70 were widely used in the practice of state-building, legislation and domestic scientific literature, giving rise to the provision of this form of state activity. In the Constitution of Russia of 1993 was used a new term - "Executive power." The former structure of the public administration system was virtually destroyed. The authors believe that the destruction of the conceptual foundations of public administration as a separate branch of state activities was erroneous. We proceed from the understanding of the state and public administration as objectively necessary, the most effective mechanism of protection and implementation of the national policy, protection of national interests and integrity of the Russian Federation of its sovereignty.
