Abstract

In the year of the 300th anniversary of the Russian police, the St. Petersburg University of the Russian interior Ministry hosted the jubilee international scientific conference "Russian police: three centuries of service to the Fatherland". Among the main discussion issues of the conference were: the formation of the police-legal theory and its place in the history of the exercise of law and the state; the characteristic of the Russian police as a body of internal Affairs of the state; a retrospective analysis of the organization and activities of the police of the Russian Empire, the provisional government and the Soviet police; characteristics of the main activities of the police of the Russian Federation; problems of forming partnerships between the police and civil society; problems of formation of legal culture of police officers; problems of training of police officers; the role of public opinion as a criterion for determining the effectiveness of the police; features of the organization and functioning of police systems of foreign countries; international cooperation of bodies engaged in police activities.
