- Abstract
In the work of the present article, attention is drawn to the problem of the nomenclature status of a Soviet civil servant that has not been sufficiently studied in state and legal science. The chronological framework of the study covers the period of the initial stage of the formation of Soviet state and legal institutions (1917–1929). Taking into account the specifics of the legal science, a study is carried out of the acts issuing from the RSDLP (b), the RCP (b), the CPSU (b) in strict relation to the analysis of the legal regulation of this period. Areas of operation of legal acts and non-legal acts of the Communist Party in the service relations associated with rights, duties, restrictions and prohibitions, as well as the responsibility of employees. The article proposes to introduce the term "nomenclature status of a Soviet civil servant" into the legal science trade and is given to it the author's definition.
