In 1976, he defended his Ph.D. thesis on the topic "Legal organization of consumer cooperation in the USSR" at the Institute of State and Law of the Academy of Sciences of the Soviet Union, scientific supervisor - Academician V. V. Laptev.

In 1987, he defended his doctoral dissertation on the topic “Resolution of economic disputes in territorial-production and agro-industrial complexes” at the same institution.

1980-1989 - senior, then chief researcher at the Institute of History of the Academy of Sciences of the Tajik SSR. From 1989 to 1993 - Head of the Department in Tyumen State University. 1993-1995 - judge of the CIS Economic Court. From 1995 until his appointment as a judge of the Constitutional Court of the Russian Federation - Chairman of the Arbitration Court of the Tyumen Region.

Appointed judge of the Constitutional Court of the Russian Federation on August 12, 2003. Honorary retired from the Constitutional Court of the Russian Federation in September 1, 2016.

Research interests: issues of business law, economic justice, status characteristics of a judge, judicial power.

The main direction of his scientific activity is the improvement of the mechanism of justice in Russia. He formulated and substantiated its three-segment structure (judicial system, legal proceedings and determining the status of persons directly administering justice), covering each of the three branches of the judicial power and differentiated by types of justice. On the basis of his research work, scientifically grounded recommendations were made to improve and increase the efficiency of the mechanism of Russian justice in the context of its segments and in systemic unity - for the legislator and law enforcer (reforming the presidiums of arbitration courts of the first, appeal and cassation instances, reforming the supervisory instance in the Supreme Arbitration Court of the Russian Federation , reforming the qualification collegiums of judges, improving the organizational and legal mechanism for selecting candidates for judges and giving them (and lay assessors) judicial powers, etc.).

Mikhail Kleandrov is a laureate of the Hugo Grotius International Prize (1998) - for substantiating the proposal to establish the Human Rights Court in the CIS space. He is the author of more than 600 published scientific papers on various legal issues. He was awarded the Order of Friendship, the Order of Merit to the Fatherland, IV degree, the Certificate of Merit and the medal for the Service to Justice of the Council of Judges of the Russian Federation.
